2007 Rules and Regulations
All 2007 Southeast Division (SEDIV) RallyCross events shall be governed by the 2007 SCCA RallyCross Rules . Exceptions and additions to those rules are listed here. Any conflicts in the rules shall be superceded by those rules listed here. The 2006 SEDIV RallyCross Championship is official and shall produce champions in all classes.
SCCA SEDIV RallyCross RULES
ARTICLE 1:
1.1. SEDIV RallyCross BOARD OF CHAIRPERSONS (BoC)
The BoC consists of one RallyCross Chairperson, or his designated representative, from each region hosting SEDIV RallyCross events as well as the SEDIV RallyCross Steward.
1.2. SEDIV RallyCross CHAMPIONSHIP
The SEDIV RallyCross Championship shall be compromised of not more than six(6) events in any one season as defined in Article 9.1. In order to be eligible for inclusion in the SEDIV RallyCross Championship schedule a proposed event must meet the requirements of the Rules for Organizers (RFO’s), be approved by the SEDIV RallyCross Steward as an approved Championship event, and be SCCA-sanctioned.
1.3. RULES / RULES FOR ORGANIZERS
These Rules shall govern all SEDIV RallyCross events. The RFO’s shall guide the organizer in the preparation and conduct of the event.
These Rules, in their entirety, are mandatory for all SEDIV Championship Series events.
1.4. ACCEPTANCE OF SEDIV RallyCross RULES
Each organizer or organizer committee that undertakes to organize a SEDIV RallyCross event shall be familiar with these Rules and with theappropriate RFO’s and shall be bound by them.
Each participant in a SEDIV RallyCross event shall be familiar with and bound by these Rules and with the appropriate RFOs. Participation shall constitute evidence of that contestant’s acceptance of this provision.
1.5. INSURANCE
Since the majority of RallyCross events are typically held on private property, for such events, auto insurance for the competition vehicle is not required.
1.6. SANCTION REQUIREMENTS
Formal SCCA sanction is required for all SEDIV RallyCross events. The SCCA National Office will issue sanction requirements and all documents. The SEDIV RallyCross Steward must formally approve sanction requests.
A. Supplementary Regulations
Each SCCA SEDIV RallyCross event shall have Supplementary Regulations covering areas NOT specified in these Rules and adding to rules contained herein.
The Supplementary Regulations should include at a minimum schedules, local maps, awards, etc.
Organizers will make all attempts possible to make the Supplementary Regulations available to participants a minimum of 15 days prior to the event. Online Supplementary Regulations are considered available to all participants.
B. SEDIV RallyCross Championship Sanctioning
A region wishing to host a Championship Series event must have successfully held a RallyCross event closely conforming to Championship Rules as defined in Article 9 or receive SEDIV RallyCross Steward written authorization before applying for sanctioning as a Championship event.
ARTICLE 2: SEDIV RallyCross PARTICIPANTS AND CAR NUMBERS
2.1. SEDIV RallyCross PARTICIPANTS
A. Eligibility Requirements
1. Any driver who can meet the requirements of Article 4 is eligible to participate in a SEDIV RallyCross event.
2. Minor competitors (under the age of 18) must present a “Minor Release and Waiver of Liability and Indemnity Agreement” (SCCA Form #9724) signed by each parent/guardian with custody.
2.2. CAR NUMBERS
A. Pre-registered competitors get first choice of car number for each event.
B. Competitors are encouraged to utilize the same number throughout a Championship Season to facilitate scoring.
C. No car numbers may be duplicated regardless of class.
ARTICLE 3: CAR IDENTIFICATION REQUIREMENTS
3.1. CAR IDENTIFICATION
The competitor may utilize any means necessary to clearly display their car number and class on each side of the vehicle in such a manner that event workers can clearly identify the vehicle. Absolutely no identification numbers allowed on front or rear windscreens.
ARTICLE 4: ENTRY REQUIREMENTS
4.1. OFFICIAL ENTRY FORM
A. Application for entry in a SEDIV RallyCross event shall be made by means of an official entry form approved by the BoC. Submission of incorrect information on the event entry form may result in forfeiture of competitors’ rights within these rules, forfeiture of prize funds and forfeiture of championship points earned on the subject event.
B. The official entry form shall be turned in to the Event Steward or their designated representative along with a valid driver’s license. To receive points in the Championship Series, proof of current SCCA membership (or SCCA membership application and appropriate fee) is also required.
C. Minor competitors (under the age of 18) must present a “Minor Release and Waiver of Liability and Indemnity Agreement” (SCCA Form #9724) as defined by the SCCA General Competition Rules (GCR).
D. Competitors shall not be permitted to register and compete in more than one vehicle or class at an event.
4.2. NUMBER OF OCCUPANTS
A. Each car participating in an event shall have no more than two occupants who shall be positioned only in seats where a lap belt and shoulder belt, or better, are able to be correctly worn.
B. Championship competitors shall not ride with any other competitor. Non-championship drivers or non-competitors may ride with championship competitors.
4.3. VEHICLE ELIGIBILITY
A RallyCross event is open to any fixed roof production based vehicle that can pass safety inspection and is properly muffled, except if the Event Chairman determines, at his/her discretion, that a vehicle cannot readily negotiate the course, it may be excluded. (SEE ARTICLE 6)
Substituting a vehicle during the event is permissible if the car qualifies for the same class in which the participant is registered for the event. If the car does not qualify for the class in which the participant is registered, those runs will be scored as DNF’s. A driver cannot change classes during an event once his entry form has been accepted and the first car has started.
4.4. LIABILITY RELEASES
Waivers must be signed immediately upon arriving at an event by anyone who drives, rides, works, watches, etc. at an event regardless of duration. Failure to do say may stop the event.
4.5. REFUSAL OF ENTRY
SCCA reserves the right to bar any member or non-member from participating in SCCA RallyCross events. An organizer shall have the authority to accept or reject any entry, participant, or vehicle at their discretion. If an entry is refused, notification of such refusal shall be given to said entry at the earliest opportunity.
4.6. ENTRY FEES
Entry fees are to be set by the conducting Event Organizer and stated in the event’s general announcement.
ARTICLE 5: REQUIRED SAFETY EQUIPMENT
5.1. HELMETS
All drivers and passengers must wear helmets that meet one of the following standards:
A. Snell Foundation: Snell SA95 or newer rating, Snell M95 or newer rating
5.2. OCCUPANT RESTRAINT SYSTEMS
A. Seat Belts
All vehicles must be equipped with a minimum of a working lap and shoulder belt for the driver and any passenger.
B. Windows and Window Nets
All windows shall be closed or within 1” of closure during competition unless a properly installed window net is installed . A vehicle with a window improperly positioned during competition shall immediately be stopped and removed from the course with a DNF for that run.
5.3. ROLLOVER PROTECTION
Rollover protection is not required but is highly encouraged.
ARTICLE 6: SCRUTINEERING
6.1. SCRUTINEERING
A. Each vehicle entered in a SEDIV RallyCross event shall be required to pass a safety inspection within the 24-hour period immediately preceding the start of the event. This safety inspection must be conducted under the direction of an appropriately appointed event safety steward. Scrutineers shall conduct the safety inspection in accordance with the standards prescribed by the SEDIV RallyCross Rules and the event’s Supplementary Regulations.
B. Any obvious illegalities in vehicle preparation and/or eligibility for the class entered noted during scrutineering shall be reported by the Chief Scrutineer to the Event Steward who will adjudicate the situation. Vehicles that do not meet the safety requirements will not be allowed to start. Competitors whose vehicles do not meet the regulations for the class entered may choose to run in the appropriate class. Event officials may subject vehicles to further inspection at any time during the course of the event. Vehicles found to be unsafe will be barred from further competition.
C. A vehicle must pass safety inspection for each event entered. No annual safety inspections are allowed.
D. Entry fees, if already paid, will be refunded if a car fails to pass safety inspection.
6.2. MINIMUM SCRUTINEERING REQUIREMENTS
A. All loose items, inside and outside the car (including the trunk), must be removed.
B. Wheels must be safely affixed. They shall not be reversed so that the lughole taper does not mate with the chamfer of the lugs. All studs and lug nuts must be present and functional. Snap-on hubcaps, detachable fender skirts and trim rings must be removed.
C. Tires must be in good condition, with no cord or belts showing.
D. Seat lap belts and shoulder belts are required in all cars. Seat/shoulder belts must be properly installed with attaching hardware secure and tight.
E. Throttle return action shall be safe and positive.
F. No excessive fuel, oil, water or brake fluid leaks should be observed when the engine is running.
G. Steering “spinner” knobs shall not be permitted.
H. Brakes must have an adequate pedal, sufficient fluid in the master cylinder and no apparent hydraulic leaks
I. Wheel bearings, shocks, steering, and suspension shall be in good operating condition.
J. All batteries (on board power supplies) shall be attached to ensure that the battery will remain in place. Any battery moved from the manufacturer’s original location must be in a nonconductive, marine-type container, or equivalent completely enclosing the battery with container top securely attached. The battery must be directly secured. A battery secured only by the container does not meet this requirement.
K. Helmets will be inspected for all drivers and passengers. Helmets must meet requirements in Section 5.1.
L. Rollcages are strongly recommended in all cars.
M. Fixed-roof vehicles with removable roof sections (such as t-tops, sunroofs, moonroofs, targa-tops, etc) shall compete with the tops in the closed and locked position.
ARTICLE 7: EVENT OPERATIONS
7.1. PRACTICE
The majority of RallyCross courses are in excess of ½ mile in length, therefore walking the course is less desirable than a slow controlled reconnaissance. There are one or two “recce pass” or drive-through opportunities before the start of competition. Until the competition begins no competitor may drive or ride the course except during the Event Organizer lead recce pass. Any change in the course during the competition by the Event Organizer for safety concerns will be followed by another recce. The Event Organizer, officially recognized Course Designer, or Safety Steward of the event may drive the course in full or ride as a passenger during a drive through before competition starts to assess the safety of the course. Repeated race-speed, full course runs by any competitor before competition begins is not allowed.
7.2. EVENT OPERATING RULES
A. All SCCA-sanctioned events must be insured for event liability and participant accident coverage by the SCCA Master Plan. A valid insurance certificate for the event must be posted at the event site before the event may begin and must remain posted until the conclusion of the event. The steward(s) shall delay the beginning of the event until he/she is satisfied that the insurance required under this section is provided.
B. Drivers must possess a currently valid automobile driver’s license. Any license or permit, which requires another licensed driver in the car, is not acceptable. Minor drivers must be able to show that they have permission to operate the vehicle in the event.
C. A passenger is allowed provided he/she is at least 12 years old and has signed the appropriate waiver(s). Minor waivers to be signed by parent or guardian.
D. An Event Organizer appointed by the Region conducting the event and approved by the RallyCross Steward will supervise the running of the event.
E. All participants, including competitors, workers, crew, members, and guests, must sign the SCCA waiver form.
F. Any participant considered by the Event Chairman or Steward to be under the influence of alcohol or narcotics shall be removed from the event.
G. Competitors driving in an unsafe manner at or near the event location, or displaying un-sportsmanlike conduct, shall be disqualified.
H. For emergency purposes, a public telephone or a cellular telephone must be available at the event site or at a known location nearby.
I. Each driver will be provided an opportunity to recce or drive-through the course prior to the first official run.
J. At approved SEDIV RallyCross Championship events that also allow non-series competitors, it is highly recommended to run all series competitors in the same run group provided there are enough competitors and workers to have fairly even run groups.
7.3. COURSE SAFETY AND LAYOUT RULES
A. Spectators must be kept at a safe distance from the course, particularly at the outside of turns and at the start and finish lines. Unless protected by substantial barriers, spectator areas must be roped off. The RallyCross Safety Steward shall have the authority to set minimum spectator distances from the course but such minimum distances may not be less than 75 feet from the course edge in unprotected areas (areas without adequate barrier protection such as concrete or tire walls).
B. Video or still cameras are not permitted at course worker positions or other locations within the course area. The Safety Steward may grant exceptions for media relation’s purposes; however, permission may be given only if the location is acceptable to the Safety Steward and if a spotter is used to warn the photographer of approaching vehicles .
7.4. AWARDS
Awards shall be as described in the event’s Supplementary Regulations. It is recommended that at least one award be given per class as described in the SEDIV RallyCross Rules. Awards should be distributed immediately following the completion of competition and course cleanup .
7.5. RESULTS
A. “Informational” scores may be posted at any time during or after an event. Complete “provisional” scores shall be announced or posted for all finishers upon completion of competition and course cleanup.
B. Scores shall be approved by the Event Steward and declared official thirty minutes after the provisional scores are announced or posted, pending resolution of claims filed during the thirty-minute period. Once the results have been properly declared official they are not subject to any further protest or claim by any competitor, and may not be altered or changed by anyone, except the Event Steward who may correct any obvious errors at any time. While such a change will not affect trophies awarded at that event, it may result in changes to the year end points and seeding. Only the results of claims filed during the thirty-minute time period may alter the provisional scores. Trophies that have already been distributed will not be changed.
C. Results and points from Championship Series events must be submitted to the SEDIV RallyCross Steward within 7 days of the event.
ARTICLE 8: PENALTIES
8.1. TIME ASSESSMENTS
A. All runs are cumulative for the event.
B. If there is any failure in the timing equipment that prevents the accurate recording of a competitor’s time, a re-run will be granted at the discretion of the Event Steward.
8.2. OTHER PENALTIES
The penalties listed in this section can be regarded as the normal penalty, however the Event Steward or SEDIV RallyCross Steward can apply any of the following as warranted by the offense.

A. Time Penalties
1. Two seconds for each cone either overturned and/or totally displaced outside the penalty limit during a run.
2. Event disqualification for speeding through a controlled area such as the paddock or staging area.
3. Run DNF* for driving with a window open more than 1” without a properly installed window net.
4. Run DNF* for missing a gate.
5. Run DNF* for a run in which the competitor receives outside assistance.
6. Run DNF* for exiting a vehicle during a timed run.
7. Run DNF* for unnecessarily delaying the event.
8. Event disqualification for a competitor does not report to his/her work assignment without prior approval by the Event Organizer.
* DNF - A DNF is scored as the worst overall time for that run.
8.3. CLAIMS
The right to file a claim lies with any competitor who may consider himself/herself aggrieved by any decision, act, or omission of an organizer, official, competitor, or any other person connected with the event.
A. Claims Committee
The Claims Committee will settle all claims. The committee shall consist of three voting members and be chaired by the Event Organizer or his/her representative. The remaining members will be selected by the Event Organizer who is also responsible for ensuring that all concerned parties and their witnesses are duly summoned and that a fair review is held.
B. Claims Against the Conduct of the Event
1. Claims submitted for situations arising concerning the conduct of the event must be submitted in writing to the Event Steward within 30 minutes after the contestant’s last run.
C. Claims Against Competitors
Claims submitted against the actions of another competitor must be submitted in writing to the Event Steward within 30 minutes of the contestant’s last run.
D. Claims Against Vehicles
A claim against the legality of a competition vehicle shall be submitted in writing to the Event Steward before the first car begins its first run. The Event Steward may extend this time in exceptional cases where the competitor can demonstrate that evidence pertinent to the claim was not available within the time limit.
Failure by the entrant of a claimed vehicle to allow an inspection of that vehicle shall result in immediate disqualification from the event.
Any vehicle found by the Claims Committee to be in violation of vehicle eligibility or preparation shall be penalized by the Event Steward as listed in Article 8.2.
E. Every claim, without exception, must cite the infringement and reference the exact articles of non-compliance as found in the Official SEDIV RallyCross Rules, the Supplement Regulations for the Event. Only those articles cited will be considered. Making obviously frivolous claims will result in disciplinary action by the BoC.
8.4. APPEALS
Any organizer, official, entrant, or competitor shall have the right to appeal any decision or penalty rendered by the Claims Committee. Appeals must be in writing (or electronic) and be submitted to the Event Steward within 30 minutes after the announcement of the decision of the Claims Committee. The Event Organizer will submit the appeal to the SEDIV RallyCross Steward for further action.
Appeals will be considered by the BoC. Each member of the BoC, except the SEDIV RallyCross Steward, shall have one vote. In the event of a tie, the SEDIV RallyCross Steward shall cast the tie-breaking vote.
8.5. CONDUCT OF CONTESTANTS
No competitor or crew/guest may physically or or verbally abuse other competitors, course workers, or officials. Doing so will result in event disqualification of (affiliated) competitor and expulsion from the premises. Legal action may arise from abuse. Competitors or crew may not impede flow of event scheduling. Doing so may result in action taken by Event Steward or SEDIV RallyCross Steward limited to those penalties in Article 8.2.
ARTICLE 9: ANNUAL SEDIV RallyCross CHAMPIONSHIP
9.1. SEASON
The SEDIV RallyCross Championship season is from January 1 through December 31 of each year.
9.2. CLASSES
Championship competition vehicles will run in classes as established by the SCCA RallyCross Rules. There are eight SEDIV RallyCross Championship classes: SR, SF, SA, PR, PF, PA,M2, & M4 An event organizer may divide his/her entry field into additional classes for the purposes of event awards and/or the computation of points for independent regional championships provided that each competitor is also properly assigned a class for the accumulation of Championship series points. Only official Championship series classes shall be reported to the SEDIV RallyCross Steward for the sake of scoring.
9.3. SEDIV RallyCross CHAMPIONSHIP
A. Titles
Championship titles are established for each class as defined in the Rules. Titles will be determined for eligible competitors by the highest number of points earned in class during the declared season.
B. Eligibility
1. Any competitor at least 16 years of age that is a current SCCA member in good standing is eligible to compete for the Championship. Participants who complete an application for SCCA membership and pay their membership fee while at a Championship event are considered members in good standing on the provision that their membership is accepted by the SCCA. Events entered as a non-SCCA member will not score SEDIV Championship points.
2. Competitors must also be members of a region that is within the South East Division (SEDIV).
3. A competitor must hold a valid state automobile operator’s license (a learner’s permit does not constitute a valid license).
C. Event Points
All officially approved SEDIV RallyCross Championship events will award points for the purpose of determining the series champions.
Each competitor starting an event will receive three points , plus:

Plus one point for each car starting an event in your class that does not finish ahead of you. Ex: First place in a 10-car field, 3+12+9=24pts.
D. Event Weighting
Every event has equal points gaining potential.
E. Competitors may count their best four (4) events towards the Championship.
F. No one (1) region may host more than two (2) SEDIV Championship events per season.
9.4. TIE BREAKING
In case of a tie, the highest number of class wins at commonly attended events counted towards the championship will be used. If that fails to break the tie, using the highest number of second place finishes, third place finishes, etc. until the tie is broken. If a tie still exists using this criteria co-champions will be crowned in that class.
9.5. SERIES ADMINISTRATION
A. It shall be the responsibility of the SEDIV RallyCross Steward to ensure that correctly assigned points from each event are maintained.
B. Championship trophies will be awarded to the top one-third of competitors in a class not to exceed three trophies per class.
C. Each approved SEDIV RallyCross Championship event will donate two dollars ($2) per Championship Series entrant to the awards fund for year-end awards. The SEDIV RallyCross Steward will arrange for keeping of the funds by the Division.
9.6. AWARDS
Annual SEDIV RallyCross Championship awards will be awarded at the SEDIV Banquet held in January of each year (typically at Jekyll Island, GA).
ARTICLE 10: VEHICLE CLASSES AND ELIGIBILITY
10.1. OVERVIEW
FIA Group A and Group N classes will not be used and therefore must compete in an existing class in which they qualify.
Special note concerning trucks: Vehicles with raised or otherwise high center of gravity may not be allowed to run the event, at the Event/Safety Steward's discretion. When in doubt about the eligibility of a truck to participate, please contact the Event Steward before the event to confirm eligibility.
10.2. ELIGIBLE VEHICLES
A RallyCross event is open to any fixed roof production based vehicle (including convertibles with a factory hardtop attached, targa type with factory panel in place, t-top with factory panels in place) that can pass safety inspection. If the Event Chairman determines, at his/her discretion, that a vehicle cannot safely negotiate the course, it may be excluded.
10.3. VEHICLE CLASSIFICATION
A. Regions may specify local classes providing they are clearly described and that event organizers realize that a dual-scoring system must be used to score events both for local points and for divisional and national championships (when applicable).
B. All items that are not specifically allowed or referred to as unrestricted must be of original manufacturer’s specification.
C. Rally Stock Category

Stock Front Wheel Drive (SF)
Stock All Wheel Drive (SA)
Preparation allowances:
1. All Cars must be equipped as came from the manufacturer, with only factory-installed and port-installed option packages. Options that were only part of a package must be present with the entire package. Complete option packages may be installed after purchase of the vehicle.
2. Tires must be DOT approved. Snow tires are legal. No studded tires are permitted unless ice or snow are present. Studded tires may not be homemade using bolts or screws. Only street-legal studs are allowed. Tires may not interfere with any parts of the car (fenders, fender liners, suspension, etc).
“Aggressive” tires are prohibited. A tire will be considered an “aggressive tire” if it meets any of the following criteria:
a. It does not carry a DOT stamp.
b. It is marked “For competition only”, “Not for street use” or similar verbiage.
c. It is modified or altered from its original tread pattern in any way.
d. The tread gap of the tire is equal to, or greater than 0.34” as measured in the space between any tread blocks. This does not apply to any circumferential grooving that may be part of the original pattern of the tire.
3. Air filter material is free, but it must fit in the stock location.
4. The additions of protective equipment are allowed with the following exceptions:
a. The modifications must only provide protection to the car and/or occupants and provide no performance advantage.
b. Mud flaps and underbody chassis protection may only be made of urethane and other plastic derivatives (i.e. no carbon-Kevlar)
c. Skidplates protecting suspension and drive train components may only be made out of metal or plastic derivatives.
d. Driver restraints and roll cage may be added.
e. Additional or replacement hood and trunk latches are permitted. All latch systems must be secure.
5. Dress-up and convenience items which do not give a performance advantage or reduce the weight of the car or weigh less than the standard part they are replacing are allowed, i.e. shift knobs, pedal covers.
6. ABS and/or traction control systems may be electronically disabled but not removed.
7. Vehicle lights may be replaced with alternate bulbs and housing. Auxiliary lights may be added. The total number of lights shall not be less than as standard.
8. Brake pad material is free.
9. Fuel may be any type of unleaded or diesel fuel commonly available at the pump. Alternative fuels must be pre-approved by the event RallyCross Safety Steward prior to the event. No alcohol fuels or nitrous oxide are allowed.

Preparation allowances:
1. All Rally Stock category modifications are allowed.
2. Sway bars and their mounting are free.
3. Brakes are free except no carbon brakes allowed.
4. Exhaust systems from the ports back are free with the following exceptions:
a. The exhaust must exit the body work.
b. The exhaust must exit to the rear of the driver.
c. The exhaust must comply with local noise restrictions.
d. Downstream there must be at least one functioning catalytic converter in the exhaust system on cars originally equipped with a catalytic converter.
5. The intake system upstream from the throttle body is free. Under no circumstances may forced induction components be changed or added (turbochargers, superchargers, intercoolers).
6. Short shift kits are allowed.
7. Front and/or rear strut tower bars are permitted.
8. Shocks are free but the shock/strut must mount to the original mounting position using unmodified mounting points. Springs may also be replaced, but they must be of the same type and use original mounting points. Spring perches may be changed to allow alternate springs. Threaded collars and camber plates are allowed.
9. Electronic engine controls may be modified or piggybacked, but not replaced.
10. Any tire is allowed except homebuilt studded tires.
11. Seats are free but must be solidly mounted.
12. Any non-metallic bushing is allowed.
E. Rally Modified Categories
Modified Two Wheel Drive (M2)
Modified All Wheel Drive (M4)
Preparation allowances:
1. All Rally Prepared category modifications are allowed.
2. Electronic engine controls are free.
3. Any replacement hood may be used.
4. The clutch is free.
5. Any car that is currently legal for stage rally competition in other sanctioning bodies may run in its appropriate Rally Modified class regardless of whether it meets the Rally Modified rules.
6. Glass, with the exception of the front windshield, may be replaced with lexan or equivalent.
7. Engines are free but must be internal combustion.
8. Drive train is free.
9. The suspension is free. This allows changes to all components and geometry.
10. Body work may be added or substituted with any material.
11. The interior may be completely stripped and/or replaced.
